    It seems that nearly every year, every fiscal quarter, a major shipper (USPS, FedEx, UPS) is raising rates and tacking on an extra surcharge for fuel or weather or some other non-apparent reason. Shipping costs are important factors for savvy shoppers. In fact, 43 percent of shoppers say they changed their minds at an online checkout due to shipping costs.
